Some speakers called upon the police and fire unions to begin contributions to their pensions immediately while other community members wanted the city to explore alternatives. How are we going to increase revenues to our city?

Before the meeting began, Castaneda and Councilman Rudy Ramirez released a memo supporting comprehensive pension reform and offering specific recommendations, including rolling back raises in pay made during the last three years for non-represented employees. A spokesperson for the Chula Vista Police Union said city officials should give up car allowances and take pay cuts to avoid the layoffs.

Phil Collum, with the police officers union, said union representatives are concerned about the process in which the negotiations have been approached. He said the union is wary of opening up its contract without a prior agreement about what exactly is on the table. In fact, since , officers have only seen a 5 percent raise. Chula Vista has already undergone several years of extensive cuts because of declining sales and property taxes.
